Menace is a documentary that examines one of the most contested questions in contemporary Indian cities: how do we coexist with stray dogs? Set against recent judicial directions and everyday urban realities, the film moves beyond polarised debates to explore the moral, legal, and governance dimensions of the issue. Through voices from animal welfare practitioners, veterinarians, lawyers, municipal actors, adopters, and citizens, Menace traces the shift from historical practices of dog culling to the Animal Birth Control (ABC) framework, while questioning why humane policies often fail in implementation.
The screening will be followed by a moderated conversation bringing together perspectives from law, animal welfare, and civic practice. This programme invites audiences to engage with complexity, contradiction, and ethical choice: opening space for reflection on how cities negotiate care and safety without resorting to cruelty or neglect.
The discussion will be followed by a Q&A session with the audience.

Vishal Bhutani
Vishal Bhutani is a filmmaker and photographer whose work engages with law, development, and social justice. He is the founder of IndieVisuals and holds academic training in biotechnology and law, including an LL.M in Law and Development. His documentary work focuses on governance, ethics, and lived realities shaped by public policy.
Harsha N
Harsha N is an Assistant Professor at the National Law School of India University (NLSIU) in Bengaluru. He specialises in Environmental Law, Contract Law, and Aviation Law, and teaches the Environmental Law course for the Master of Business Law program at NLSIU. Additionally, he has conducted sessions on Environmental Law for Indian Forest Service (IFS) probationers at the Indira Gandhi National Forest Academy in Dehradun as part of the Postgraduate Diploma in Environmental Law. He is interested in the intersection of wildlife protection and tribal rights. Before joining NLSIU, Harsha served as a law officer at the Airports Authority of India and, before that, as a transactional lawyer, advising multinational clients with business interests in India.
Seema Mundoli
Seema Mundoli is a faculty member at Azim Premji University, where she teaches environment and sustainability courses in the undergraduate and MSc programmes. She has more than 20 years of experience working in the areas of conservation, advocacy issues of indigenous communities, and, more recently, on the role of nature in cities, urban sustainability, and climate change. Her research has been published in peer-reviewed journals and appeared in the popular press. Her publications include the co-authored books (with Harini Nagendra) “Cities and Canopies: Trees in Indian Cities” (Penguin India 2019), which won the Publishing Next’s Printed Book of the Year Award and was on the Green Literature Festival Honour List, “So Many Leaves” (Pratham Publications 2021) and “Shades of Blues: Connecting the Drops in India’s Cities” (Penguin India 2023). She was the Founder Joint Secretary of the Visakha Society for the Prevention of Cruelty to Animals (1997), and has, in recent years, rescued and fostered abandoned and abused cats/kittens.
Dipika Bajpai
Dipika Bajpai has a Master’s degree in Environmental Management from the Forest Research Institute, Dehradun, and thereafter cleared her IFS Examinations in 2010. Allotted to the Karnataka Cadre and has served in various capacities across Karnataka in the Forest Department. One of her significant postings was as DCF, Bangalore Urban, for three and a half years. On promotion as Conservator of Forests, she decided to take a sabbatical and pursue LLB Hons. from NLSIU and is currently in the second year.
