The parliament passed the Right to Information (Amendment) Bill, 2019. The panel discussion will focus on certain key issues such as:
- Whether the proposed amendment harms the autonomy and independence of Information Commissions set up by the RTI Act, 2005?
- How important is autonomy and independence for the Information Commissions and how can we ensure the same?
- What is the role of the Information Commission in our democracy and how can this structure be made more transparent and accountable to the citizen?
- Whether the RTI Act, 2005 was passed through the parliament “in a haste” and if some structural reforms are required?

Alok Prasanna Kumar
Alok Prasanna Kumar is an Advocate and Senior Resident Fellow at Vidhi Centre for Legal Policy, where he heads the Karnataka office. He has previously practised in the Supreme Court of India and Delhi High Court from the chambers of Mr Mohan Parasaran, Senior Advocate and been Central Government panel counsel. He writes a monthly column for the Economic and Political Weekly called “Law and Society” and is a co-host of the politics podcast, Ganatantra.
Jayna Kothari
Jayna is a co-founder of CLPR. She is a Senior Advocate and practices in the Supreme Court of India. She graduated from University Law College with a B.A. LL.B degree and read the BCL at Oxford University. Jayna was awarded the Wrangler D.C. Pavate Fellowship in Cambridge University.
Jayna’s research and practice interests include constitutional law, gender and sexuality law, disability rights and discrimination law. She had argued in the Supreme Court in the recent constitutional challenges to Section 377 and adultery which were both decriminalized. She also argued the Independent Thought case in which the Supreme Court recognized child marital rape as a criminal offence. Her book, “The Future of Disability Law in India” was published in 2012 by Oxford University Press.
Vivek Subba Reddy
Vivek Subba Reddy is a designated Senior Advocate, High Court of Karnataka; He was designated as a Senior Advocate in the month of July 2014 by the Hon’ble High Court of Karnataka. He began his legal profession after he graduated from University Law College with a bachelor’s degree in law in the year 1995. He practised in the Supreme Court of India till 1996 and is currently a practising Senior Advocate of the High Court of Karnataka.
Vivek was appointed as the co- convener of the BJP Legal Cell, Karnataka from 2009 to 2012 and as Co- Convener from 2012 to 2013. He was appointed as National Co-Convener from 2013 to 2015. Vivek has also served as Deputy Spokesperson of the BJP from 2013 to 2015 and currently serving as Member, National Executive Committee, BJP Legal Department.
Revathy Ashok
Honorary Co-Founder & Managing Trustee B.PAC. Revathy is the Honorary Co-Founder & Managing Trustee of B.PAC, a leading advocacy group in the city, where she actively works with the Political leadership, the bureaucracy and citizen groups in improving governance of the city and improving the quality of life for citizens of Bengaluru.
She is a partner at Social Venture Partners (SVP), a Trustee of the Academy of Theater Arts, Bangalore Little Theatre (BLT) Foundation and India Cares. She is committed and passionate about bringing a great blend of business and community service to all her endeavours.Revathy Ashok is the Co-Founder of Strategy Garage a strategy and growth consulting firm for start ups, mid and early stage companies, helping them build value and scale. She is an active Angel Investor with investments in several startups and on the Boards of leading listed and unlisted public companies.
She has a bachelor’s degree in science from Mount Carmel College and is a gold medalist from the Indian Institute of Management, Bangalore.
Veeresh Bellur
Veeresh is serving as trustee of RTI study centre for last 10 years. He has served in State, central governments, Canara Bank and part of civil society for over 4 four decades. Veeresh played active role in awareness and implementation of Karnataka information act during 2002 traveling across the state and introducing act details with citizens and government officials.
Veeresh is also serving as trustee of Active citizen Network and was instrumental in release of reports pertaining to state spending on programs. Karnataka state Government has recognised Veeresh as State resource person for undertaking training and awareness session.
